Approval of Form Of Development:

CD-1 – 686 East 22nd Avenue, 3811-3833 Fraser Street & 679 East 23rd Avenue - DP-2019-00903

Background:

During the Public Hearing on July 11, 2019, City Council approved a rezoning of this site from RT-2 (Two-Family Dwelling) to Comprehensive Development District (CD-1).  Council also approved in principle, the form of development for these lands.  The CD-1 By-law was enacted by Council on July 7, 2020.

The site is located on the west side of Fraser Street, spanning the block between 22nd and 23rd Avenues, on the border of Riley Park and Kensington-Cedar Cottage communities.

Subsequent to Council’s approval of the CD-1 rezoning, the Director of Planning approved Development Application Number DP-2019-00903.  This approval was subject to various conditions, including Council’s approval of the form of development.  The latter condition is one of the few outstanding prior to issuance.

The Motion is therefore recommended to Council on July 21, 2020.

Motion:

THAT the form of development for this portion of the site known as 686 East 22nd Avenue, 3811-3833 Fraser Street & 679 East 23rd Avenue be approved generally as illustrated in the Development Application Number DP-2019-00903, prepared by Strand Development and Integra Architecture Inc., and stamped “Received, Community Services Group, Development Services”, on March 18, 2020, provided that the Director of Planning may impose conditions and approve design changes which would not adversely affect either the development character of the site or adjacent properties.
